Specify regulatory and financial requirements

In this action the legal, cultural, environmental, logistic and financial aspects of the implementation need to be investigated. Are there any issues that may deter implementation of a management option? These could be related to the external hazards identified under System Design step, but can also be unforeseen events or events that have taken place during the Systems Approach Framework (SAF) implementation that were not part of the SAF. 

Key Actions

  • Discuss with stakeholders and managers potential legal, cultural, environmental, logistic and financial aspects that may deter implementation of a management option.
    Examples experienced:
    • The invasion of an alien mussel species in the Oder Lagoon (e.g. Schernewski et al. 2019).
    • Government decision to make a cross-cut of the spit in the Vistula Lagoon, an option that was not included in the scenarios for management options (e.g. Rozynksi et al. 2018).
    • Governmental changes or changes in the governance structure may delay a SAF application (e.g. Dinesen et al. 2018).
  • List regulatory requirements and authorizing instances.
  • Draw a plan for the implementation with a budget and secure finances.
