The InSAT (Indicator based Sustainability Assessment Tool) is a user-friendly tool that provides a set of indicators to evaluate changes in the state of environmental quality, economic sustainability and social well-being.
Develop concrete indicators for each success criterion that can later be used to evaluate success of the measure (management option).

- Define success criteria for the environmental, social and economic elements.
- For each criterion, select the relevant indicators for the issue. Ensure the indicators chosen are relevant to the objectives, interpretable, can be scored and are responsive to measures.
- Evaluate the need for and choose additional indicators.
- Define the targets for each indicator.
